Garda Vetting Drop-in Sessions

Legal requirement for relevant staff to be Garda vetted.

As you will know, the University is required to ensure that Garda Vetting of relevant staff members is conducted in accordance with the requirements of the National Vetting Bureau (Children and Vulnerable Persons) Acts 2012 – 2016, in respect of any person who is carrying out work or a work-related activity, a necessary and regular part of which consists of the person having access to, or contact with, children or vulnerable persons*.  

Your role had been identified as one where the post holder must be Garda vetted in accordance with the Acts listed above.

If you have not commenced Garda Vetting…

The deadline for completion of Garda Vetting is 30 April, 2018. Any person who is performing work, or any work-related activity, which regularly involves access to children, or vulnerable persons, must be Garda vetted by this deadline. Please follow steps 1- 3 below immediately, and schedule an appointment with Ruth McNally, HR Office, for a time /date between 24 and 27 April, 2018.

Help is available

Ruth McNally, HR Office, is available from Tuesday to Friday of next week, 24 – 27 April, 2018, to assist you if you have not yet been Garda vetted.

First, please follow steps 1 - 3:

1.     Complete the attached Garda Vetting Invitation Form NVB 1 (and Foreign Residencies Form, if applicable). 

-        Sections 1 and 2 must be completed. Where a question is not applicable please insert “N/A” in the appropriate box.

-        Your current address must include your Eircode / Postal code. Eircodes can be found at https://www.eircode.ie/

2.      Assemble three original proof of identity documents as described in the Verify Identity Document attached.  

3.     Please bring the completed form(s) together with three original proof of identity documents (as described in the Verify Identity Document attached) to Ruth McNally, HR Office, for verification and recording. You can contact Ruth by email on ruth.mcnally@nuigalway.ie in order to arrange an appointment.  Please bring photocopies of the proof of identity documents as well as the originals to minimise delays.

4.     Afterwards, you will receive an email from the National Vetting Bureau (NVB) with your online application form. All addresses from birth to present date (both Irish and foreign) must be supplied with no gaps between dates. You must include all Eircodes where possible and all Northern Ireland addresses must include a Postal Code.  

5.    Once you have submitted your online form your Irish application is complete. You will be informed by email once the result is returned from the Vetting Bureau. If you have lived outside of Ireland for over 6 months since the age of 18 you will need to obtain a Foreign Police Certificate(s). See below for details.


Foreign Police Certificates:

You will need to obtain a Foreign Police Certificate from all countries in which you have lived for 6 months or more since the age of 18.   An FPC is not required for Northern Ireland.

UK: International Child Protection Certificate (ICPC) required.  Details are available at https://www.acro.police.uk/icpc/

Canada: Certificate from the Royal Canadian Mounted Police required. Details on

Both the USA and Canadian Certificates require fingerprinting. To arrange to have your fingerprints taken please contact Mill Street Garda Station, Galway or your local Garda station.

Definition of ‘child’ and ‘vulnerable persons’:

The Act defines a ‘child’, for this purpose, as a ‘person under 18 years of age’. The term “vulnerable person” means a person, other than a child, who is (a) suffering from a disorder of the mind, whether as a result of mental illness or dementia or (b) has an intellectual disability or (c) is suffering from a physical impairment, whether as a result of injury, illness or age, or (d) has a physical disability, which is of such a nature or degree (i) as to restrict the capacity of the person to guard himself or herself against harm by another person, or (ii) that results in the person requiring assistance with the activities of daily living including dressing, eating, walking, washing and bathing.
